Why Waking Watch
The Waking Watch requirement emerged following the Grenfell Tower fire in 2017 and the subsequent identification of unsafe cladding and fire safety deficiencies in thousands of residential and commercial buildings across the UK.
When a Waking Watch Is Required
Where a building’s fire alarm system is deemed insufficient to provide adequate warning to occupants in the event of a fire, the responsible person for that building has a duty of care to implement an interim protective measure. In most cases that measure is a Waking Watch.
Legal Duties and Compliance
The Building Safety Act 2022 and associated regulations place clear obligations on building owners, landlords, housing associations and managing agents. Failing to implement an appropriate Waking Watch where one is required is not a commercial decision. It is a legal and regulatory failure with serious consequences.

What is a Waking Watch and when is it required?
A Waking Watch is a continuous fire safety monitoring service deployed in buildings where the existing fire alarm system is deemed insufficient to provide adequate warning to occupants. The responsible person for the building, whether that is the owner, landlord, housing association or managing agent, has a legal duty of care to implement appropriate interim measures where a fire risk exists.
How long does a Waking Watch need to be in place?
A Waking Watch remains in place until the underlying fire safety deficiency has been remediated and the building’s alarm system has been assessed as adequate. This can range from weeks to several years depending on the nature and scale of the remediation works required. TMS Protection provides both short and long term Waking Watch contracts.
How many operatives do you deploy on a Waking Watch contract?
The number of operatives required depends on the size, layout and complexity of the building. Before the contract starts, we carry out a full site assessment to determine the appropriate staffing levels to ensure continuous coverage of all areas. We advise on the minimum number of operatives required to meet your duty of care obligations and adjust as the building or the risk changes.
Do your operatives stay awake throughout overnight shifts?
Yes. Our operatives conduct continuous patrols throughout their shift. This is not a static overnight watch where an operative sits in a lobby. Every area of the building is patrolled on a defined rotation throughout the night. Patrol records are logged in real time through SmartTask and confirmed by GPS, so you have a verifiable record of every visit to every area of the building.
Can you provide Waking Watch at short notice?
Yes. We understand that Waking Watch requirements can arise at short notice following a fire safety inspection or assessment. Contact us to discuss your requirements and timescales. We will advise on mobilisation times based on the size and complexity of your building.
What happens if the operative finds a fire during a patrol?
The operative follows a defined emergency response procedure. This includes confirming the location of the fire, contacting the control room, calling the fire and rescue service, initiating evacuation of the building and directing occupants to assembly points. The operative meets the fire and rescue service on arrival and hands over to them. A full incident report is submitted through SmartTask immediately following the incident.
